The United States Environmental Protection Agency (EPA) has issued a new “Vessel General Permit”

The United States Environmental Protection Agency (EPA) has issued a new “Vessel General Permit”

The current (2008) VGP permit expires on 18 of December 2013 and the new 2013 VGP permit becomes effective on December 19, 2013. The new permit and the authorization to discharge will expire at midnight December 19, 2018.

As a result of the above all vessels that visit USA waters (including these covered under the current 2008 VGP) must (re) register and submit a new eNOI.

Although the categories of the effluents remain the same (with the only addition of the rather insignificant category of fish hold effluent) there are several amendments within the requirements of the various effluent categories, thus requiring the re-issuance of the VGP plan.

In the attached circular you may see a summary of the 2013 VGP as well as some of the key amendments.

We therefore recommend that companies act reasonably early and re-develop their VGP and re-submit the eNOI within the next few weeks.

TQC can be of assistance:

  • By preparing VGP manuals in compliance with the 2013 Vessel General Permit
  • By submitting electronic Notices of Intent (eNOI)
  • By submitting annually the required report
  • By preparing CBT which meet the training needs laid out in the new permit
